I'm looking for directly plugin that offers the following features:
1) Zip code and surrounding areas search by miles.
2) A directory search widget.
3) Featured listings (paid listing) see below
4) GEO IP look up for Featured listing
5) Ability to import and export cvs and map to existing
6) SEO friendly
7) ongoing updates and support as needed.
8) ability to install on multiple a sites
Our listing structure price point features are:
Basic – Basic contact information
Standard – Basic + logo and company description
Plus – Standard + Feature placement in directory based on GEO location
Premium – Plus + Directory Banner based on GEO location
National – Standard + Home Page Banner ad for national Vendors (with GEO local options)

We have some of what you're looking for. I'm not totally clear on all of your requests though–questions and responses below:
1) In order to accomplish this, we need to have a geolocation DB with address conversion. As I understand it, I either need an API to a 3rd party or my own DB (which would require constant updates). This could be prohibitively expensive, depending on the solution. We are working on a regions module so someone could search for listings in a city, state, etc. That's different, but does give somewhat similar functionality.
2) We just added advanced search for BD. We don't have a widget for this yet, but can consider it for future work.
3) We support featured listings now. But the "featured" aspect is limited to highlighting in the category/search results and a badge on the listing. It's not tied to banner ads, logo sizes, fields you can enter and such.
4) What do you mean "GEO IP lookup for a featured listing"? To do what with it?
5) We now support CSV import for ads. We don't have an export function yet, but you could do it via WP database directly.
6) We support this now.
7) We have support via the forum and issue regular updates to the plugin
8) You can install the free plugin on as many sites as you wish. If you purchase premium modules, you need the multi-site license pack to do it, but we support that as well.
