Is this supposed to be a function of the directory? I see the register option in options, but it doesn't seem to do anything. How is it supposed to work?

Still working out all the features myself. Where do you see this “Register” feature? WordPress has it, but I don't recall seeing it in the directory itself. A screenshot or link would help.

The references to registration appear to be standard wording on the submit listings page when you are not logged in. I did not add anything. But no button or anything.
And, as I'm sure you know, there is a tab in settings for Registration. It has a URL slot for “Registration.”

That registration is registration for your site itself, not BD specifically. It means that someone must be a registered user on your WordPress site to use BD, that's all.
So you need to either turn that off if that's not what you want, or be prepared to deal with registered users for your site. But this isn't something BD itself handles, we just give the hook for users to sign in (the Login button). They need to register on their own.
